Volunteer Opportunity Definitions

 

DMAT/NDMS - Federal (Health and Human Services) on call agency for the response to a National Disaster. All responders are paid professionals that have been processed through the Federal Civil service system. DMAT team membership is limited to specific job titles with approximately 150 positions per team.  There must be vacancy in a specific professional domain before a new member can be recruited. Vacancies are posted on phe.gov.

 

State of Florida Medical Response Teams (SMRT) - State (Florida Department of Health) on call agency for the response to a State disaster. All responders are paid professionals that have been processed through the State OPS (other personal services) system. Team membership  is not limited to a specific number or professional mix; but team members must either be federal DMAT members or have completed state processing through the Serve Florida (MRC) website and have had a State DOH background check administered by the DOH/local county health department. 

 

Medical Reserve Corps (MRC) - Federal Medical reserve program of personnel (not only medical professionals) who are willing to assist in a disaster in support of medical (Emergency Support Function (ESF) 8) operations. The program is managed by Federal Grants to the State level, and then managed by the counties by grants from the State to the County Health Departments. Responders to disasters are not paid. Members must sign up through the Serve Florida Website, and also complete a DOH Background Check.

 

Mission assignment and capabilities are also tiered:

 

Federal Missions must be requested by the state and require a more lengthy mobilization process. Federal DMAT deployments are routinely 14 days. 

 

State Missions are request by local governments when overtaxed, and are profiled at 96 hours and the general assumption is that they will be dealing with higher volumes of evacuation and lower acuity of ongoing care. (Med Surge missions rather than definitive care).

 

MRC Missions - MRC is a personnel pool of unpaid volunteers that can augment any Local, State or federal Medical response on an individual by individual basis. MRC missions are assigned through the local health departments unless a member is assigned to another agency (SMRT or NDMS etc) through a mutual aid request. MRC Members are not paid by and do not enjoy Federal USSERA protection.
